Constitutive Act


We, Palestinian and European rectors, present at the Jerusalem meeting of 1st November 1991:

Considering the essential role of Universities in the development of human resources in a modern society;

Considering the right to culture as proclaimed in the 1948 Universal Declaration of Human Rights and in the 1966 International Covenant on Economic, Social and Cultural Rights;

Considering the right to academic freedoms as declared in the 1987 Lima

Declaration and the freedom of education as defined in the 1960 UNESCO

Convention Against Discrimination in Education;

Considering the Sienna University proposal to create a PEACE programme, presented during the solidarity conference held in Jerusalem on August 23, 1991.

Agree as follows

Article 1

The co-signing parties agree to co-operate with the aim of developing and promoting an inter-University mobility programme between their Universities, named PEACE (Palestinian/European Academic Co-operation in Education).


Article 2

The overall objective of the PEACE Programme is to contribute to the improvement of academic activities among European and Palestinian University communities for mutual understanding and global solidarity. In order to attain that objective, PEACE will, among other matters, implement student and teacher mobility between European and Palestinian Universities as well as develop joint research projects.

To that purpose, the co-signing parties accept aims and activities contained in the Sienna University proposal annexed, which is an integral part of the present co-operation agreement.


Article 3

The PEACE Programme will be open to all European and Palestinian universities which accept the aims and activities of the Programme, on their request and with the unanimous approval of the founding universities.


Article 4

The PEACE Programme will be co-ordinated by all universities belonging to the programme. A General Assembly will meet once every two years. The PEACE Programme will be co-ordinated by a Steering Committee, composed of 6 members chosen during the general Assembly for a period of 4 years (3 from Palestinian Universities and 3 from European Universities).


Article 5

The founding Universities will appoint a Steering Committee, which will act until the first General Assembly. This Committee will also prepare proposals for the By-Laws, for approval by the general Assembly.
